But the journey has been a bumpy one and the region has overall been slower to adopt clean and low carbon technologies largely due to an ongoing dependency on coal. 


    Despite similar challenges of policies and finance some markets are deploying clean energy in a fast and systematic fashion while some are not. This panel will share experiences and case studies of what is working and how can it be scaled across geographies.

  • Highlights of technological progress with solar PV cells and modules

    Solar photovoltaic (PV) cells and modules continue to develop rapidly, with increasing efficiencies and reducing cost ($/W). This talk describes recent global technological progress with industrially relevant solar cells and modules, covering both crystalline silicon and thin-film PV technologies. Since the costs of the solar cells and modules as a proportion of the costs of complete PV systems continue to fall, a premium is placed on cell efficiency as this reduces the balance of system (BOS) cost ($/W) of PV systems. Thus, cost-effective high-efficiency solar cells such as heterojunction (HJ) and passivated-contact silicon solar cells (for example SERIS’ 23% efficient monoPolyTM passivated-contact technology) have enormous market potential. The talk will also present the latest developments with building-integrated PV (BIPV) technologies.

  • Floating Solar: The 3rd Pillar of the PV Industry

    Floating Solar is a young GW and bn$ scale industry, with resource potential deep into the TW range. It is embraced around the world for it's strong fundamentals, yet it is Asia that stepped up first to drive its early industry growth. This talk will examine the global opportunity posed by Floating PV from 4 different perspectives: First; we join the technologist's perspective, to see new possibilities, fresh cost reduction potential and unfamiliar challenges. Next, we take the industrial ecosystem view, where existing and new participants mix and opportunities emerge between. Third; we explore roles in high renewable penetration scenarios, particularly when paired with existing hydroelectric plants. Finally, we share the perspective of a corporate off-taker sourcing renewable energy in Asia and globally.


    This talk will provide an overview window into some of the topics that will be discussed in more breadth and depth during the International Floating Solar Symposium (IFSS) which is held as part of the ACES conference week.

Digital Transformation of Energy

Advances in digital technology are creating dramatic changes to our energy system. Digitalisation is an important instrument for the energy transition and an enabler of two key industry trends: decarbonisation and decentralisation, both critical to the much needed energy transition. As the 4th Industrial Revolution blurs the lines between the physical and digital world, it is driving a fundamental shift in the energy industry and disrupting traditional market players. Many other industries have gone through technological and digital disruptions which have led to new business models and companies, and in some cases bringing an end to well-established companies.

Enterprise Digital Platforms facilitate system-level solutions which integrate various parts of the energy value chain to enable new operational and business models. International Floating Solar Symposium


Floating PV (FPV) is on the way to become the 3rd pillar of the PV industry, together with ground-mounted and rooftop solar. After starting in Asian countries, there is now serious commercial activity on most continents, and increasing volumes of capital are being deployed. Therefore, a growing focus of IFSS is knowledge sharing on reliability, quality and environmental considerations to support the further maturation of the sector’s bankability.

    Keynote sessions will provide an overview of how has the FPV sector progressed in the past year, what are the main challenges encountered to date and how the sector is expected to evolve in the foreseeable future. A multilateral development bank’s perspective, with a focus on developing countries, will be brought forward.

    Some FPV systems have already been installed for several years. This session will focus on field performance data from installed projects in different climate zones. Key consideration will be the interpretation of those data and the reconciliation with energy yield modelling. Together with best practices in O&M, the session aims to help future investors and developers to understand the benefits and risks related to floating PV projects.

  • Session 2: Reliability: degradation mechanisms and accelerated testing for FPV

    Given the current lack of standards for FPV systems, trust needs to be built amongst investors, developers, equipment manufacturers and testing institutes. With the “oldest” large-scale FPV systems only about four years in operation, the current field experience falls substantially short of the expected operating lifetime of 20+ years. Therefore a thorough understanding of potential failure mechanisms and associated accelerated testing sequences need to be put in place and verified with real-world test results.

  • Session 3: Site selection, environmental considerations, combined solar and hydro geospatial studies

    Some FPV systems can be built relatively quickly and easily whilst others might require much more complex engineering and design studies. Proper site selection is key to avoid (costly or time-consuming) surprises in subsequent project phases. This session will share best practices in FPV project development, including the use of country-specific GIS studies (methods and datasets). A particular focus is put on potential environmental impacts of FPV systems on water quality, biodiversity and evaporation reduction. One of the most promising applications for FPV is the combination with hydropower plants, which will also be discussed in this session.

    This session will discuss investors’ and lenders’ perspectives and concerns regarding FPV project developments. Thus far, financing of FPV systems has been largely achieved through equity or corporate balance sheet financing, and not through non-recourse project finance. Case studies on the development of bankable FPV systems will be presented, together with some latest market trends, focusing on countries with large FPV opportunities.

    Most existing FPV systems have been installed on inland water bodies. However, pilot projects and research consortia in Asia and Europe are now looking to study the feasibility of implementing FPV systems near-shore and off-shore where operating conditions are much more challenging – for multiple reasons such as corrosive salt water environment, waves, tides, or biofouling. Distance to shore also matters for the cost of cable connection to the main power grid. Case studies will be presented about pilot projects as well as testing facilities for research and product development.

Deep Dive Workshop on Energy Access Using Innovative Mini-Grid Solutions

Jointly organized by: Asian Development Bank (ADB), Sustainable Energy for All (SEforALL) and Sustainable Energy Association of Singapore (SEAS) 

The objectives of this workshop are:

  1. To discuss the factors and innovative business models and finance approaches, using technologies available, that could unlock additional investments in mini- grids, especially by the private sector, and create a modern and sustainable 21st century mini-grid industry as a viable solution to providing energy access in Asia and the Pacific Region
  2. To assess the roles of both public and private sector and determine how they can work together to achieve the common goal of attaining universal energy access by year 2030.

The Asia and the Pacific region is home to 60 per cent of the world's population – some 4.3 billion people. Approximately 9.8%, or about 421 million people remain without access to electricity, and millions more only have access to sub-par connections, relying on costly, inefficient and polluting diesel generators to provide power. In the Philippines alone, the amount of diesel generators is estimated to be over 400 MW in over 320 off-grid areas. Out of the people currently without electricity access, more than 95% live in four countries: Indonesia (23 million), Myanmar (22 million), Philippines (11 million), and Cambodia (6 million). 1 Almost 93% of this energy poor population resides in rural areas.2

Clean energy mini-grids have been identified as the least-cost option for 44% of the people3 without electricity in Asia-Pacific and is hence one of the most-important sub-sectors to focus on to achieve a cleaner energy mix for the region. A clean energy mini-grid can supply an entire rural community with enough energy for basic needs, while generating enough power for productive uses. In rural areas, clean energy mini-grids can power the local economy, enabling post-harvest processing - such as grain mills, refrigeration, and water pumping amongst other beneficial tasks.4

Yet, in Southeast Asia, for example, the market in mini-grids for energy access is still relatively immature and financial commitments for decentralised energy solutions are very modest, amounting to USD 200 million per year or only one percent of total trackable finance for electricity committed in 2013-14 across the high-impact countries.5

This workshop therefore becomes imperative, especially in the light of ADB’s Strategy 2030, which directs the bank to sustain its efforts to eradicate extreme poverty and expand its vision to achieve a prosperous, inclusive, resilient and sustainable Asia and the Pacific. This is aligned with UN’s Sustainable Development Goal 7 (SDG 7), which aims to achieve universal access to energy by 2030 with the underlying goal of eradicating poverty.

Role of Government and private sector:

The government has the mandate to provide its citizens their basic needs including access to energy. But government alone cannot deliver on this mandate. The private sector plays a key role in developing technologies and scaling investments to meet the needs of the base of the pyramid populations. For private sector to increase investments, there is a need to create a market environment that allows the adoption of new innovative technologies and business models conducive for investments. Governments, therefore, need to develop the necessary policies to guide and set a direction for private sector investments

The objectives of this workshop are:

  1. To provide a venue for discussing the various issues involved in accelerating access to cooling in the Asia and the Pacific Regions
  2. To create awareness and appreciation by stakeholders in both government and private sector about the need and value of undertaking country-specific needs assessment and developing a national cooling plan

Cooling is an invisible industry essential to our modern society – from the cold chains that safely deliver our food and vaccines, to the air conditioners that make our workplaces and homes comfortable, to cooling servers for our insatiable demand for social media or data.

The “Chilling Prospects” report prepared by Sustainable Energy for All (SEforALL) identified that 1.1 billion people, of which 750 million living in Asia, are facing risks due to lack of access to cooling for basic needs – lack of access to nutritious food, vaccines essential for health, as well as the ability to find respite from temperatures beyond limits for human survival.

‘Chilling Prospects’ has identified nine priority countries taking into account the number of the population at risk. Of these nine countries at greatest risk from lack of access to cooling five are in Asia: Bangladesh, China, India, Indonesia, and Pakistan. India rises to the top five in all three risk categories identified, followed by Bangladesh. and Pakistan that rise to the top five in two. In 2019, China and India passed National Cooling Plans with a focus on efficient energy consumptions for cooling, while in the same year Bangladesh started developing a National Cooling Plan.

Ensuring cooling that is affordable, sustainable, and accessible to all who need it is essential to alleviating poverty and achieving global sustainable development goals (SDGs), specifically SDG 7 on ensuring access to affordable, reliable and sustainable and modern energy for all by 2030. And at the same time providing assistance to countries through the proper implementation of their Nationally Determined Contributions (NDCs) in fulfillment of their commitments to the Paris Agreement.

Cooling Needs Assessment and National Cooling Plans

Country-level measurement and planning are necessary to understand the dimensions of access to cooling risk and develop solutions that are targeted at vulnerable groups and meet their cooling needs. It is also necessary to deliver on the SDGs, the Paris Climate Agreement, and the Kigali Amendment. For a country or community to ensure that the cooling needs of their population are met, they must first understand what those needs are. Through country- specific assessments across human comfort and safety needs, health service needs, and food security and agricultural needs, demand can be measured fully and a roadmap to delivering access to sustainable cooling for all can be developed through a national cooling plan. Such an assessment is crucial to planning and determining the investment required to meet demand, aggregate services, and harness new and renewable technologies that can be harnessed to supply energy for cooling especially in areas that are not accessible to the national grids.

Asia Energy Storage Workshop

The World Bank plans to hold a 1.5 days Asia Energy Storage meeting from October 31st to November 1st at the Marina Bay Sands Convention Center in Singapore, coinciding with the Singapore International Energy Week and the Asia Clean Energy Summit, collaborating with the Singapore Energy Market Authority and the Sustainable Energy Association of Singapore. The objective of the event is to transfer knowledge, build capacity, and identify areas of World Bank support to help Asian countries scale up energy storage.

We expect about 150 participants of policy makers, regulators, utilities, and developers from 20 East Asia and the Pacific and South Asia countries (including China, Mongolia, the Philippines, Indonesia, Vietnam, Laos, Myanmar, India, Afghanistan, Pakistan, Bangladesh, Nepal, Sri Lanka, Maldives, Bhutan, PNG, Solomon, Marshall, Vanuatu, and Tuvalu) and leading industry players in battery storage.

Participants will have an opportunity to learn successful experience of such countries as US, China, and Korea, as well as leading international industry players on energy storage deployment. New battery storage technologies and energy storage applications at both utility- scale and mini-grids will be introduced, policies and regulatory approaches will be shared, and financing models will be explored. Finally, the World Bank Energy Storage Partnership will be presented, and we will also discuss with our clients on next steps for potential World Bank support to scale up energy storage in these Asian countries.

Asia Forum for Climate and Clean Energy Financing (AFCCEF)

The Private Financing Advisory Network (PFAN) is joining with the Sustainable Energy Association of Singapore (SEAS) to hold the Asia Forum for Climate and Clean Energy Financing (AFCCEF) as part of Singapore International Energy Week (SIEW). 

The AFCCEF event will be held in conjunction with the Sustainable Energy Association of Singapore’s Asia Clean Energy Summit on Friday 1 November 2019.  AFCCEF is a regional investor forum organized annually by the Private Financing Advisory Network (PFAN), a global network of finance and energy experts focused on scaling up investment into clean energy.  Each year, the AFCCEF event showcases promising entrepreneurs working on innovative clean energy and climate change mitigation/adaptation projects in Asia. As a part of its mission to bridge the gap between entrepreneurs and investors, PFAN provides free business coaching and investment facilitation to entrepreneurs and then presents the investment-ready projects to investors.     Solid state transformers have the potential to radically redesign the way utility power is distributed and utilized. In future, being a main component of energy grid, they will be enabler that directs power from any distributed generation source to any destination load point via the most efficient means.     The pace of enabling electricity access in the Southeast Asia has risen remarkably in the past few years. According to IEA-World Energy Outlook 2018, the rate of access in Southeast Asia has exceeded 90%. This was possible with the advancement in micro-grid technologies and the pro-electrification policy pushed by the governments. The strong development trend has thus presented opportunities for researchers and industries to connect these independent off-grid micro-grids into higher reliable electrification systems in this region.


    The Renewable Energy Integration Demonstrator - Singapore (“REIDS”) was initiated in 2014 to foster technology development and demonstration with industrial players in the renewable energy and micro-grid space. REIDS began with a modest aim to test and demonstrate integration of broad range of renewable energy generators, energy storage system and rational energy end-use technologies at a respectable scale, a largest in the tropics for hybrid micro-grid system. REIDS has since evolved into developing codes and technologies for multiple micro-grid systems to interoperate among themselves while at the same time sustaining a highly reliable, secured and resilient system against common threats faced by micro-grid operators and end-users.


    This session will present the works performed by the researchers and industry partners working in the micro-grid and renewables in the tropics.

Technical Tour to Renewable Energy Integration Demonstrator - Singapore (REIDS) at Semakau Island

The Renewable Energy Integration Demonstrator – Singapore (REIDS), is a RD&D platform dedicated to designing, demonstrating and testing solutions for sustainable and affordable energy access-for-all in Southeast Asia.

Paving the way towards sustainable energy for on and off-grid communities, REIDS fosters systemic research, development and demonstrations in support of Singapore-based corporate and public stakeholders, thereby strengthening their position in the rapidly growing renewable energy and microgrid industry.

The activities are conducted on a 6.4 ha plot located on the North West corner of Semakau Landfill, which is 8km south of mainland Singapore. Comprising more than 2.5MW installed power generation, NTU has partnered more than 30 companies over last 4 years in the microgrid demonstrations. 

REIDS through the Energy Research Institute @ NTU (ERI@N) is pleased to offer a complimentary guided tour on 1 November 2019, for delegates who registered for the Asia Clean Energy Summit (ACES). Pre-registration for the tour is required at the ACES website for logistic arrangement.

*Please gather at MBS The Shoppes Level 1 Concierge Counter. The Counter is located at the Bay Level, L1 near Sands Expo and Convention Centre at 8:30am.

Delegates are required to register their names with NTU staff before boarding the bus. The bus will leave MBS pickup point at 8:40am sharp for Pasir Panjang Ferry Terminal (PPFT).

Delegates are also required to submit Indemnity/Undertaking Forms prior to boarding the bus.
